Notice on Printing and Distributing "Government Procurement Requirements Standards for Commodity Packaging (Trial)" and "Express Packaging Government Procurement Requirements Standards (Trial)"

In order to help fight pollution prevention and control and promote the use of green packaging, the "Commodity Packaging Government Procurement Demand Standard (Trial)" and "Express Packaging Government Procurement Demand Standard (Trial)" (hereinafter collectively referred to as the packaging demand standard, see appendix) are now issued to You guys, please actively promote the application in light of reality. The relevant matters are hereby notified as follows:



1. Scope of application
This standard specifies the environmental protection requirements for plastic, paper, wood and other packaging materials used in commodities.

2. Environmental protection requirements for commodity packaging
1. The number of packaging layers of goods shall not exceed 3, and the void ratio shall not exceed 40%;
2. Commodity packaging should use a single material packaging material as much as possible. If different materials must be used due to functional requirements, the different materials should be easily separated;
3. The total content of lead, mercury, cadmium, and hexavalent chromium in the product packaging should not exceed 100mg/kg;
4. The content of volatile organic compounds (VOCs) in the ink used for packaging and printing of goods should not exceed 5% (by weight);
5. The printing colors on the plastic product packaging shall not exceed 6 colors;
6. Paper product packaging should be produced with more than 75% renewable fiber raw materials;
7. The raw materials of wood product packaging should come from sustainable forests.


Three, detection method
1. The detection of the total amount of heavy metals (lead, mercury, cadmium, hexavalent chromium) in the commodity packaging shall be carried out in accordance with the method specified in GB/T 10004-2008 "Plastic composite film, bag dry composite, extrusion composite for packaging".
2. The detection of volatile organic compounds (VOCs) in inks used in commercial packaging and printing is carried out in accordance with the method specified in GB/T 23986-2009 "Paints and Varnishes-Determination of Volatile Organic Compounds (VOC) Content-Gas Chromatography".


1. Scope of application
Express packaging in this standard mainly refers to express packaging materials, including envelopes, tapes, face sheets, packaging bags/boxes, fillings, container bags, turnover boxes, etc.

2. Environmental requirements for express packaging
1. The total amount of heavy metals (lead, mercury, cadmium, hexavalent chromium) in the express package should not exceed 100mg/kg;
2. Phthalates should not be added to the ink used in express packaging and printing, and the content of volatile organic compounds (VOCs) should not exceed 5% (by weight);
3. For packaging materials that use paper substrates in express packaging, the content of organic chlorine in the paper substrates should not exceed 150 mg/kg;
4. Packaging materials that use plastic substrates in express packaging must not use diisononyl phthalate, di-n-octyl phthalate, di(2-ethyl)hexyl phthalate, and phthalic acid Diisodecyl ester, butyl benzyl phthalate, dibutyl phthalate, etc. are used as plasticizers;
5. Plastic packaging bags used in express delivery must not use polyvinyl chloride as raw materials, and the raw materials should be made of a single material with a biodegradation rate greater than 60%;
6. The inflatable filling used in express delivery must not use polyvinyl chloride as a raw material, and the raw material is made of a single material, and the biodegradation rate is greater than 60%;
7. The container bag used in express delivery should be made of a single material, and the number of repeated use should not be less than 80;
8. Biodegradable tape with a width of not more than 45mm should be used in express delivery;
9. Solvent-based adhesives must not be used in express packaging;
10. Courier should use electronic face-to-face;
11. Directly use commodity packaging as express packaging commodities, and the commodity packaging meets the "Commodity Packaging Government Procurement Requirements Standard (Trial)";
12. The quality and packaging method of express packaging products should meet the requirements of relevant national or industry standards.

Three, detection method
1. The detection of the total amount of heavy metals (lead, mercury, cadmium, hexavalent chromium) in express packaging shall be carried out in accordance with the method specified in GB/T 10004-2008 "Plastic composite film, bag dry composite, extrusion composite for packaging".
2. The detection of volatile organic compounds (VOCs) in inks used in express packaging and printing is carried out in accordance with the method specified in GB/T 23986-2009 "Paints and Varnishes-Determination of Volatile Organic Compounds (VOC) Content-Gas Chromatography".
3. The biodegradation rate of plastic packaging used in express packaging is tested in accordance with the method specified in GB/T 20197-2006 "Definition, Classification, Labeling and Degradability Requirements for Degradable Plastics".
4. The detection of organochlorine in the packaging materials using paper substrate for express packaging shall be carried out in accordance with the method specified in GB/T 22904-2008 "Verification of Total Chlorine and Organochlorine of Pulp, Paper and Paperboard".
5. The biodegradation rate of the biodegradable tape used in express packaging is tested in accordance with GB/T19277.1 "Determination of the ultimate aerobic biodegradability of materials under controlled composting conditions.
